A reading must is the British report Investigation into the Scope for the Transport Sector to Switch to Electric Vehicles and Plugin Hybrid Vehicles, issued by the Department for Business Enterprise and Regulatory Reform (BERR) and the Deportment for Transport (Oct. 2008). Various transition scenario's are presented, along with suggestions for enhancing the introduction.

Excellent, balanced, reports on electric transportation, with many details on environmental, technical and economic issues, have been issued by the German Bank, and by the WWF (World Wide Fund for Nature)
